EnviroHoard™ Delivers Sustainable Solution for John Sisk & Son

When Clipfine received the commission to secure a substation at the Silvertown Development – a major regeneration scheme in London’s Royal Docks – they were presented with a complex brief. The site’s industrial heritage and scale demanded a solution that was both practical and forward-thinking.
Substations form the backbone of site infrastructure, managing high-voltage electricity and converting it from 11kV down to 230V for everyday use. Protecting this critical asset requires more than basic demarcation; it demands robust security that deters unauthorised access whilst maintaining visibility for rapid threat detection. Poor security at such installations can lead to equipment damage, personnel injury, or worse.
However, Clipfine faced a set of constraints. The fencing needed to remain in place for up to ten years – far longer than typical temporary installations – yet retain the classification and flexibility of a temporary works system.
The site environment was dynamic, meaning the fence line would require adjustment as conditions changed. A tight project timeline added further pressure, and any solution had to comply rigorously with Temporary Works design standards without compromise.
Recognising the complexity of these requirements, Clipfine turned to us at Panthera Group. With over 150 years of combined experience in the construction sector and a proven track record of delivering innovative site infrastructure solutions, we possessed the expertise and product portfolio to meet this demanding brief. Our purpose-engineered EnviroFence™ ATLAS system – designed specifically for long-term temporary works applications – offered the ideal solution to balance security, durability, flexibility, and environmental responsibility.
Traditional fencing approaches fell short. Solid hoarding provided security but came at significant cost and restricted sightlines. Lightweight temporary mesh systems like Heras-type fencing, whilst affordable, lacked the durability needed for long-term deployment.
We proposed EnviroFence™ ATLAS – our purpose-engineered, net zero carbon fencing system designed specifically for long-term temporary works applications. Rather than adapting a standard product, EnviroFence™ ATLAS was developed to perform like a permanent structure whilst maintaining all the advantages of temporary classification.
The system delivered several critical benefits for this project. Its engineered design met permanent fence standards of BS 1722-14:2019, resisting both wind loading and personnel impact with a robust Factor of Safety of 1.5 against sliding and overturning. This structural resilience meant Clipfine could confidently deploy the system for extended periods without degradation in performance or safety.
Equally important was the built-in flexibility. EnviroFence™ ATLAS could be reconfigured and repositioned as the regeneration scheme progressed, adapting to evolving site layouts without requiring expensive structural redesigns or TW compliance reviews. This agility proved invaluable on a complex, active construction site.
The installation proceeded on schedule, demonstrating that rapid deployment need not compromise quality. Our ready-to-install approach meant Clipfine could mobilise quickly whilst maintaining full structural and regulatory standards throughout.
Beyond operational performance, EnviroFence™ ATLAS brought substantial environmental credentials to the project. Certified net zero carbon, the system significantly reduced embodied carbon footprint – supporting Clipfine’s commitment to sustainable construction practices. Detailed site-specific carbon embodiment reporting provided transparency and enabled accurate tracking of decarbonisation progress.
The Silvertown Development project exemplifies how modern construction challenges can be addressed through intelligent design. EnviroFence™ ATLAS provided security equivalent to permanent installations, the flexibility of temporary systems, regulatory compliance, and environmental benefit – all delivered on time and within budget.
